A native of San Diego, California, Mercy Baine was born on the 16th of June, 1973. Her family was working-class and struggled to make ends meet. As a child, her albinism caused her to stand out in every sense of the word, drawing both fascination and ridicule from her peers. Her early life was defined by her intelligence and determination; she excelled academically, earning scholarships and eventually a degree in criminal justice. Mercy dreamed of becoming a journalist or investigator, inspired by a deep-seated desire to uncover and confront injustice.
In the mid-1990s, Mercy moved to Los Angeles and found herself drawn to the local ideals of rebellion and equality. She was particularly intrigued by the activists operating out of Santa Monica. Among them was Skelter, an angry Brujah who immediately saw Mercy's potential. When a gang-related shootout nearly killed her, Skelter intervened, Embracing her to save her life.
The translation to unlife was jarring, but Mercy adapted quickly, channeling her skills and fiery passion into aiding those on the margins of Kindred society - espeically Thin-Bloods, whom she saw as the most oppressed of all. Her work as a freelance investigator began during this period, often taking cases that helped the disenfranchised or expose corruption among Kindred and Kine alike. Mercy's van became her home and office, a tiny fortress on wheels that allowed her to remain mobile and self-reliant.
Mercy arrived in San Augustin after crossing paths with Bear during one of his rides to hunt Sabbat with the Outlaws. The two bonded over their shared experiences as nomads and their disdain for oppression, though their methods might differ. Bear suggested she visit San Augustin, a city rife with Thin-Blood tensions and opportunities to make a difference.
Shortly after her arrival, Mercy caught the ire of a local Toreador, Vesta, who felt threatened by her striking appearance and effortless charisma. Mercy finds the feud amusing and largely ignores the Toreador's attempts at sabotage, though she keeps a watchful eye for any escalation.
For now, Mercy is focused on finding a safe haven while quietly assisting Thin-Bloods in the area. She hasn't staked a formal claim to any domain, prefering to operate from the shadows and avoiding drawing too much attention.
Mercy has no formal domain but is known to frequent coffee shops, libraries, and other low-key locations where she can conduct her investigations and research. Her van - a converted Dodge Caravan outfitted with sleeping quarters, secure storage, reinforced locks - is her primary haven. It's parked in discreet locations across the city, allowing her to remain mobile and avoid detection.
As a self-proclaimed advocate for Thin-Blood equality, Mercy often seeks out those who have been marginalized or mistreated by local Kindred society. She uses her investigative skills to uncover injustices and her charm to rally support for her cause. Mercy also keeps tabs on occult phenomena in the city, believing that knowledge is a key tool in leveling the playing field for those without power.
Mercy's albinism gives her an otherworldly appearance: pale white skin, silvery-white hair, and pink-tinged eyes that seem to see through to the core of those she meets. She leans into this unique look, using powder make-up and adopting a goth or emo aesthetic - flowing black dresses, lace gloves, and combat boots, sometimes mixed and matched with leather - to create a striking image that draws people in. 1. War Pigs
Mercy shares rumors of a Kindred exploiting Thin-Bloods in San Augustin, using them as unpaid labor and scapegoats for Masquerade breaches. She asks the PC(s) to investigate discreetly, uncovering evidence of the abuse.
The PC(s) discover the culprit is a minor but influential Kindred who runs a local business. They must gather evidence - documents, witness statements, or recordings - while avoiding direct confrontation or tipping off the abuser.
If the PC(s) succeed, Mercy uses the evidence to force the Kindred to release the Thin-Bloods and compensate them. mercy rewards the PC(s) with her trust and a minor Boon. If they fail, the abuser tightens their grip, and Mercy becomes more cautious about working with the PC(s).
2. Let Them Eat War
Mercy learns that a Thin-Blood enclave is being forced out of their haven by an aggressive faction of Anarchs. She asks the PC(s) to accompany her to negotiate with the Anarchs, hoping to broker peace without violence.
The negotiation turns tense when the Anarchs refuse to budge, escalating to a standoff. The PC(s) must either find a diplomatic solution or prepare for a show of strength to protect the Thin-Bloods.
The PC(s) successfully secure the Thin-Bloods' haven, either through negotiation or by intimidating the Anarchs. Mercy rewards them with greater trust and begins to see them as allies in her fight for equality.
3. Fight the Power
Mercy identifies a Kindred figure - likely a Toreador or Ventrue - who has been using their influence to undermine the Thin-Bloods and manipulate local politics. She asks the PC(s) to help expose the figure's corruption.
The PCs infiltrate the target's operation, uncovering a trail of corruption involving mortal authorities and/or criminal networks. Complications arise when the PC(s) are discovered, forcing them to evade or neutralize the target's enforcers.

Mercy has fabricated parts of her private investigator persona, sometimes taking credit for investigations she didn't complete or exaggerating her successes.
During her time in L.A, Mercy stole a rare occult tome from the Tremere Chantry, belieivng it contained secrets that could help the Thin-Bloods. The theft went unnoticed - so far - but the book's true owner may one day come calling.
Mercy's albinism has a supernatural side effect - her blood is more volatile than most Kindred's. This causes her Blood Potency to increase by 1 with regard to Blood SurgeĀ and Bane Severity, a fact she hides to avoid being seen as weak.
Mercy's rival, Vesta, has planted false evidence suggesting she has ties to mortal Hunters. While the claim is baseless, it could sow distrust amon San Augustin's Kindred if left unchecked.
